a) Was the headline accurate? 

Yes, the headline correctly represents the content of the article. The article mentions that a councillor proposes that the city adopt a plan similar to that in New York City where people would get paid to shovel the snow. 
 

b) Connection to course discussion: 

Based on our course discussion of misleading and effective headlines, I would say that the headline discussed above is relatively accurate and effective. Firstly, it avoids misleading language, distorting the core ideas of the article. Secondly, it does not use exaggerations, although it contains an emotional trigger, “wake-up call.” Thirdly, it does not hide any information or facts and does not make unrealistic claims.
